CONSULAR LEGALIZATION OF DOCUMENTS

The scheme (procedure) of consular legalization of documents
drawn up in the territory of the Kyrgyz Republic:

1) State Notary Office of the Kyrgyz Republic;
2) Office of Notaries and Advocates of the Ministry of Justice of the Kyrgyz Republic;
3) Department of Consular Service of the Ministry of Foreign Affairs of the Kyrgyz Republic;
4) A diplomatic agency or consular office of a foreign state accredited in the Kyrgyz Republic, on which territory the documents will be used, or a diplomatic agency or consular office of the Kyrgyz Republic accredited in a foreign state (in which territory the documents will be used).

The scheme (procedure) of consular legalization of documents
drawn up in the territory of a foreign state:

1) A competent authority of a foreign state;
2) A diplomatic agency or consular office of the Kyrgyz Republic accredited in a foreign country;
3) Department of Consular Service of the Ministry of Foreign Affairs of the Kyrgyz Republic.

If the documents were not legalized by a diplomatic agency or consular office of the Kyrgyz Republic:

1) A diplomatic agency or consular office of a foreign state accredited in the Kyrgyz Republic;
2) Department of Consular Service of the Ministry of Foreign Affairs of the Kyrgyz Republic.

Documents not subject to consular legalization:

According to the “Regulations on the Procedure of Consular Legalization”, approved by Decree of the Government of the Kyrgyz Republic as of February 21, 2011 No. 60, the following documents are not subject to legalization:

  • passports
  • military identity cards
  • employment record books
  • driver’s license
  • technical passports on registration of vehicles 
  • trade-union cards
  • documents on belonging to estates and religions

The documents that may harm the interests of the Kyrgyz Republic by their content or contain information that offends the honor and dignity of its citizens are also not subject to legalization.

 

Important information!
According to the Conventions on Legal Assistance and Legal Relations in Civil, Family and Criminal Cases, signed in Minsk on January 22, 1993 and in Chisinau on October 7, 2002, documents issued or certified by a competent authority or an authorized person within its competence in the established form and with an official seal are accepted in the territories of the following states without any special certification:

  • 1. The Republic of Azerbaijan;
  • 2. The Republic of Armenia;
  • 3. The Republic of Belarus;
  • 4. Georgia;
  • 5. The Republic of Kazakhstan;
  • 6. The Republic of Moldova;
  • 7. The Russian Federation;
  • 8. The Republic of Tajikistan;
  • 9. Turkmenistan;
  • 10. The Republic of Uzbekistan;
  • 11. Ukraine.

 

Official documents drawn up in the territory of the member states of the Hague Convention abolishing the requirement of legalization of foreign documents as of October 5, 1961 (see List of countries participating in the Hague Convention) are exempt from legalization (except for documents drawn up by diplomatic or consular agents and administrative documents, which are directly related to commercial or customs operations).
In this case, the documents are verified by affixing an apostille to the relevant authorized state bodies of the Kyrgyz Republic.
However, the Hague Convention abolishing the requirement of legalization of foreign documents dated October 5, 1961 is not applied between the Kyrgyz Republic and the following states, because these states expressed their objections to the accession of the Kyrgyz Republic to this Convention:

  • 1. The Austrian Republic;
  • 2. The Kingdom of Belgium;
  • 3. The Federal Republic of Germany;
  • 4. The Republic of Greece

 

Reception days:  Every day, except Wednesday, Saturday and Sunday.
Reception hours: Acceptance of documents – from 11:00 am to 12:30 pm
The issue of documents  – from 4 pm to 5 pm
Term of documents consideration:  Up to 10 working days.

Note: Documents for legalization are accepted from their holders. In the absence of the document holder, the document is accepted against a notarized power of attorney.
